All new cars should have an electric crawler motor for navigating parking lots and driveways, that works in both forward and reverse. This way we could at least move our cars around without having to burn gas.

That’s basically what a bunch of these 48 volt “mild hybrid” systems are. They aren’t powerful enough (or have enough battery capacity) to move the vehicle up to a full driving speed, but it does provide a little bit of help when getting up to speed.
